The episode is called "Jen C", and features a woman who has a dog walking company.
The shirt is one of the ones that Stacey and Clinton used in the beginning of the program as an example of what sort of clothes she should be looking for.

You could try going to www.tlc.com, they might have some information on the episode..other than that, i'm not sure you could ever find it. Or you could just try finding on that looks kind of like it, because i bet its fairly expensive.
